Economic Restructuring and the Politics of Land Use Planning in New York City
New York City is currently in the midst of a vast economic restructuring. This change in economic functions plays itself out in the politics of land use planning. Sectoral shifts from a manufacturing to a service economy cause pressures for land conversion. Housing needs are exacerbated by the changing character of the work force. But planning, which is oriented toward economic development, operates project by project, failing to deal comprehensively with either the overdevelopment of office space or the crisis in housing.
