The Area Assistance Scheme: Planning and Funding for Community Services
The State Government and local government have an effective mechanism for the funding of community facilities and amenities in urban growth areas (developers' contributions, Section 94, Environmental Planning and Assessment Act 1979).However with recent changes to ‘pick up’ funding arrangements of the Area Assistance Scheme (AAS) in New South Wales there is no longer an effective mechanism for the provision and funding of long term community services to complement this legislation.This paper explores the likely implications for the planning and provision of long term human services, for the State Government's policy of urban development and urban consolidation, and for the AAS itself.
