Towards a policy network approach to integrated water management
A systems approach to the management of water resources has recently been applied in the Netherlands. As this entails integrated management, scientists at the University of Utrecht have developed an aid to the formulation of policy: the policy network approach. As an analytical framework, this helps define policy measures to enhance effective management. This article discusses the elements of the systems approach to water resource management and presents cases of its application in the Netherlands that illustrate the use of the policy network approach.
