Resource recovery: Is it something for nothing?
Resource recovery has been touted as a straight path toward material and energy conservation as well as pollution reduction. For instance, present estimates are that the energy available in solid wastes represents a potential 1 % reduction of the total US annual oil consumption. Likewise, the Environmental Protection Agency (EPA) indicates that resource recovery offers net reduction in water and air pollution. A study by A J Klee and J G Gordon of the EPA shows that refuse to energy plants and processes involving recovered ferrous metals rather than virgin ores increase emissions of aldehydes, chlorides, and wastewater while decreasing carbon dioxde, carbon monoxide, nitrous oxide, methane, sulfur oxide, and hydrocarbons. Still, recovery processes are proving more elusive than most people care to admit. Notwithstanding all the hoopla, the US has only 53 major plants in operation recovering materials or energy from municipal solid waste, and just 24 more in advanced planning stages.
