A comprehensive coal yard assessment is necessary for an efficient coal-handling operation and coal delivery, assuring optimal performance, adaptability and overall coal yard competitiveness. The assessment need to address many issues that include pollutants, current and future trends in coal operations workforce issues and coal yard efficiencies that minimize total cost of ownership (TCO). Coal blending, storage and capacity plans must be introduced and reevaluated to accommodate the new properties and risk index of the plant's coal operation. The coal yard must be evaluated for its coal-handling operation and equipment. Three different dust handling technologies, namely, dust containment, dust collection, and dust suppression, can be implemented under a Risk Index program to minimize dust, which is the major cause of coal yard catastrophe and inefficiency. The key to the continuous success of a coal yard, both in terms of safety and reduced operating expenses, is the adherence to accepted performance standards.
