Coping with uncertainties of mercury regulation
The regulations for controlling mercury emission and the effects are discussed. The planning for new coal-fired power plants or existing plant expansions has become more complex and uncertain due to the advent of more stringent state rules. The Environmental Protection Agency (EPA) issued its final Clean Air Mercury Rule (CAMR) on March 15, 2005 which creates a cap-and-trade program to capture mercury emissions at 38 tons per year (tpy) to reduce them to 15 tpy by 2018. The EPA thinks that mercury emissions reductions will be achieved as a co-benefit of air pollution controls designed for SO 2 and NO x and that must be installed to comply with EPA's Clean Air Interstate Rule (CAIR). Coal-fired facilities must show compliance with the emissions standard by monitoring mercury emissions with continuous emission monitoring systems (CEMS). Massachusetts adopted a mercury emissions rule that reduces emissions in two phases capturing 85 % and 95 % of emissions.
