Assessing the Impact of a Low Emission Zone on Freight Transport Emission
This chapter presents a methodology for quantifying road freight transport emissions, based on observations of traffic. It follows the RETMIF project (Reduction of Emissions from Freight Transport in the Greater Paris Region). The main goal of this was to understand the potential impacts of an low emissions zone (LEZ) on freight transport in the Paris metropolitan area, and its third phase focused on the ex ante assessment of different scenarios. The chapter relates to the fleet and changes to it: how to obtain a sufficiently precise picture of the commercial vehicle fleet and how to forecast how it will change in the next twenty or thirty years, according to the scenarios. It introduces the tool used for computing the emissions of the fleet for different scenarios and presents the changes in nitrogen oxides (NOx), particulate matter (PM) and CO2 emissions, in relation to the renewal of the fleet in the Paris area for different scenarios.
