Cycling Policies in Europe
The Case of Greater Lyon and Hamburg
Long seen as a sport, a hobby, but not as a so‐called “everyday” mode of travel, cycling has been increasingly prominent on the agenda of urban mobility policies for 20 years in an increasing number of European cities. This chapter is based on two field surveys conducted between 2017 and 2019 in Lyon and Hamburg as part of thesis work. Cycling policies have been the subject of a great deal of research, in parallel with the growing importance of this mode of travel for public policy. Cycling policy in Hamburg has therefore been focused since 1998 on developing cycling infrastructure, for travel and parking. Cycling policy must therefore be carried out in a cross‐sectional manner with housing, work, health and so on, to integrate this mode of travel into all policies affecting daily life and urban planning.
