Design Champions – Fostering a Place‐Making Culture and Capacity
The first decade of the 21st century has seen organisations created and individuals appointed at national and local levels in the UK to act as express design champions. This chapter investigates the specific example of Sir Terry Farrell's five year appointment as Edinburgh Design Champion to show the potential and limitations of this approach to raising urban design quality. The chapter casts such high‐profile external design champions as change agents who are tasked with deploying their own skills, personality and immediate support team to challenge existing organisational culture and values towards urban design. For cultural change of this nature to work, local political leaders must appreciate the fundamental role that local authorities can and should play in place‐making. The mixed experience reported from Edinburgh suggests valuable lessons for other cities intending to build design capacity through the appointment of design champions.
