Urban planning and development
This chapter discusses the way in which ancient cities took shape and developed. It starts from the observation that most of the leading cities of the Greek, Hellenistic and Roman world, including Rome, Athens and Pergamon, were characterized by an urban landscape that had not been rigidly planned but had rather developed organically over time. Indeed, while the planned, orthogonal city has played a central role in scholarship on Greco‐Roman urbanism, texts remain unspecific about its nature and meaning. This chapter argues that the excavated remains of ancient cities form the best guide to practices of planning and development, and a closer inspection of excavated urban landscapes highlights how urban design was strongly responsive to local circumstances and to the aims and ambitions of their founders; moreover, post‐foundation urban development was irregular and unpredictable, and organic.
