Nineteenth‐century French novelist Victor Hugo noted in Les Miserables that the nutrient value of wastes should be applied to the land rather than allowed to flow to the sea. During the same time period, the English Royal Commission on Sewage Disposal recommended land application of wastewater to avoid water pollution. These forerunners of today's ideas have led the way to the technology necessary for beneficial reuse of water, but water reuse continues to be a controversial topic.
