COOPERATIVE CITY‐COUNTY RATE STRUCTURES
When a city which has traditionally supplied county areas with water finds that the county is undergoing a population explosion, clearly the city and county must negotiate an equitable change of relationship so fiscal responsibility for their mutual water supply will be fair and effective. The Baltimore County Metropolitan District shows how it can be done.
