Managing Utility Cashflow Instability Under Conservation‐based Rates
Increasingly limited or unreliable water supplies, higher costs, and greater conservation awareness have induced many water customers to permanently reduce their water demands. In some water utilities, stagnant economic growth has compounded these effects to further reduce consumption. Despite the drains on utility revenues from reduced sales, utility rate‐setting bodies are often hesitant to raise rates out of concern for the financial welfare of utility customers, who are also faced with financial challenges. Too often the result is a cutback in capital spending that provides relief limited only to next year's budget.
