Establishing the Base
This chapter highlights some of the aspects and difficulties encountered in establishing the base from which claims for additional payment will be made. Changes such as instructed variations are ‘planned’ and accommodated in the contract regime. Others such as exceptional weather are ‘unplanned’ and are therefore more difficult to anticipate and quantify. The contract documentation will determine the base for adjustment. Assumptions about the effect of apparent change to, for example, the conditions or character of the works or the status of programme information or method statements should always be checked before being used as the basis for evaluation. Preferential and value engineering are also discussed.
