Problem of Water Utility Relocation Work Associated With Street Improvement Projects
This article discusses the planning and execution of utility relocations, stressing that the work should be done by water department crews where the department is adequately staffed to handle the work. Any work that cannot be handled in this manner should be done under contracts closely administered by the water department. The article provides various reasons for not allowing work on a public water system to become a secondary part of a larger project.
