Determining Free Available Chlorine
In his letter, Arthur T. Palin states that results obtained in the article “Determining Free Available Chlorine by DPD‐Colorimetric, DPD‐Steadifac (Colorimetric), and FACTS Procedures” by W.J. Cooper et al (JOURNAL AWWA July 1982) are misleading. Palin cites the following errors: the concentration of indicator used in the test for dissolved oxygen was about 90 times that of the standard method; previous tests have established that the FACTS test suffers from strong interference by nitrogen trichloride (NCl3), whereas DPD is free from such interference; Cooper et al were incorrect in stating that the DPD‐colorimetric procedure is unusable for distinguishing free from combined chlorine; and USEPA approval of the FACTS test for free chlorine is weakly based on the equivalency testing of a commercially available FACTS test kit. Cooper responds to Palin's statements by addressing the issues of dissolved oxygen interference, nitrogen trichloride, monochloramine interference, the FACTS procedure, and the USEPA equivalency testing.
