Town Council Weighs Contract Operations
A town council unanimously passed a motion that the town take over the operation of the community's water system. The town got a small, old, privately owned system serving a hamlet of about 250 connections with a variety of customers. The distribution system consisted of a variety of pipe sizes and material types. Groundwater was pumped into two aging wooden storage tanks up on a hill and disinfected with liquid chlorine before distribution. The town council worked with a customer advisory committee to redesign the system, starting with a master plan for system improvements and some ideas on financing them. The switch from a privately operated system to a municipally run one loomed. The time had come to consider contracting out operations to a private firm instead of hiring employees.
