This article begins with a discussion of the slow development of the water industry as compared to other industries, stating that water utilities are 10 years or more behind in many areas, including water treatment and training. The article presents an eight‐part formula for a program that is adequate for the present and future, and at the same time, is sufficiently complete to build the unbuilt bridges of the past.
