Rate Equalization Approved by Court
The Connecticut‐American Water Company, a public utility company, was created in 1977 by a merger of the Mystic and Noroton water companies with the Greenwich Water Company. The merged company serves 24,000 customers in two distinct geographical districts, the Greenwich district and the Mystic district. In 1986, the company sought a “Phase I” rate increase to cover increased costs, maintenance, and improvements. The Department of Public Utility Control (DPUC), after finding that the Mystic district customers were paying 128 percent more than the Greenwich customers for the same volume of water, authorized a 7 percent overall rate increase to be generated solely by an 8.8 percent increase in the Greenwich district rates. The Mystic rates were to remain unchanged. The trial court upheld the DPUC decision.
