The topics presented in this joint discussion include: Planning and Marketing Bonds, in which Everett S. Emerson discusses, from the borrower's point of view, the financing and coordinating elements taken care of by the consultant in each bond issue; Legal Procedures for Financing, in which Clarence E. Crowe discusses the legal limitations of the city's power to borrow the money for the job; Debt Administration, in which W.E. Tinsley discusses three of the most important rules of the administration of utility debt; and, Financing Provisions of the Housing and Redevelopment Act, 1961, in which James R. Singleton discusses the objectives and financing provisions of the law, which established a program to alleviate conditions of substantial and persistent unemployment in certain economically depressed areas. The article includes an open discussion between the authors and other water industry professionals, on why revenue bonds are considered an important investment by bankers, and the effect of a wet year on coverage.
