A State View of Consumer Education
State responsibilities under the Safe Drinking Water Act Amendments and resulting regulations mean that consumer education and public relations activities in state drinking water programs must be stepped up. States and/or utilities must explain (1) regulations in laymen's terms; (2) why the drinking water was “safe” yesterday but may not be “safe” today; and (3) requirements for monitoring and treatment may cause a dramatic rise in water rates. Target audiences include utilities, consumers, the media, schools, and most important–state legislators. Tools include consumer brochures, newsletters, meeting with representatives of the news media, publishing enforcement actions and “good guys” lists, and educational packets for schools. The authors offer tips for implementing a public relations program.
