In the mid‐1980s, Washoe County, Nevada, entered into joint ventures to import groundwater from the Honey Lake Basin to the Reno and Sparks areas. The county requested permits to withdraw nearly 30,000 acre‐ft (36,990 x 10 3m3) of water annually from the basin. The Pyramid Lake Paiute Tribe of Indians and Board of Supervisors, Lassen County, California, opposed the permits on environmental and economic grounds. After public hearings, the state engineer granted the permits.
