In his column, AWWA Executive Director Jack Hoffbuhr writes an imaginary letter to the “Mayor and Town Council,” describing the deplorable state of the water system's infrastructure. He comments on the run‐down condition of the storage tank, pipe, leakage, frozen water mains, and how badly the system needs repairs and rehabilitation. He points out how money has been budgeted for other improvements which can't be used efficiently because the water system that these improvements rely on isn't functioning properly. He ends the letter by submitting his resignation as water utility manager, saying that he's “going to work for a town that actually values its water system.”
