The philosophy expressed in this paper is that citizens should look at their streams in light of their place in modern, urban communities and should determine the functions they want them to perform. After a decision is made regarding these functions and uses, a determination can be made of the cost of the pollution abatement measures that must be provided in order to meet these uses. At that point, citizens can measure these pollution abatement costs against other prices their communities are asked to pay and can determine relative priorities.
