Emergency Services for Persons with Disabilities
This chapter is focused on the emergency call situation for people with communications‐related disabilities. In order to discuss communication for people with disabilities and the requirement for equivalent services, we need to start by reviewing the characteristics of regular voice telephony, as used for mainstream access to emergency services. Short Message Service (SMS) has become an important service for people with communications disabilities because of its global deployment. Conversational services accessible by people with disabilities have a sad history of incompatibility and low functionality. The inferior situation regarding access to communication services and emergency services by people with disabilities has been realized by governments and organizations and now many strong and well‐formulated policy expressions and regulations exist. The main document related to IP emergency services in the IETF is with the associated architectural specification. electronic messaging; internet telephony; IP networks
