Consultant's Approach to Water Revenues and Rates
This article discusses the role of the consulting engineer in conducting studies of long‐range plant and revenue requirements and their probable date of maturity. The planning done by the consulting engineer balances these requirements and construction expenditures with available funds, and lowers “shock” rate changes to a minimum. In order to provide good customer service, every water utility must have sufficient revenue to cover all operation and maintenance expenses, depreciation, and fixed charges or return on investment. In addition, every utility should have sufficient surplus to finance ordinary capital additions from current earnings, and to attract capital necessary for its major expansion expenditures.
