Small System Security—There Is Help and Hope
This article discusses resources that are available to help small water systems meet the new Safe Drinking Water Act requirements for completing a vulnerability assessment. It lists the US Environmental Protection Agency (USEPA) website as the most important for water security resources, which also has links to information from other groups such as the Association of State Drinking Water Administrators, the National Rural Water Association, the Association of Metropolitan Sewerage Agencies, the AWWA Research Foundation, and the American Water Works Association. Another source of information is the Water Information Sharing and Analysis Center (WaterISAC), a secure site that contains sensitive security information and is maintained by the Association of Metropolitan Water Agencies. The six elements required of a vulnerability assessment as defined by the USEPA are listed and specific tools for small systems, including software, are given. Emergency response plan (ERP) information is available at the Association of State Drinking Water Administrators' website, and the article also recommends several AWWA and USEPA documents that contain information for revising ERPs.
