Vulnerability to Dam Breaching Floods
This chapter discusses two categories of vulnerability, namely social vulnerability and physical vulnerability, due to dam breaching floods. Loss of human stability and subsequent drowning in flood flows is an important cause of loss of life (LOL). Jonkman and Penning‐Rowsell conducted two standing tests and four walking tests in water flow to check the human instability. They considered two hydrodynamic mechanisms that can cause instability. Existing models for estimating the expected LOL caused by a flood can be divided into two categories: those that are empirically based and those that rely on parameters considered to be theoretically important. In addition, the models that involve physical analysis calibrated with statistical data are categorized and named as compromised models. Peng and Zhang presented a new human risk assessment model using Bayesian networks. The exposed people are subject to one of four flood severity levels: safe, low flood severity, medium flood severity, and high flood severity.
