UNESCO and Cultural Heritage
Unexpected Consequences
The creation of UNESCO in 1945 led to global standards for the protection and use of cultural heritage, for capacity‐building, and for direct international interventions in the safeguarding of cultural property. Optimists believed that a new era was at hand that would reach across national borders and build a robust international society. Under UNESCO's leadership, much has been achieved, including agreements, charters, and the establishment of international cultural heritage organizations like ICCROM and ICOMOS. This chapter highlights the achievements of the World Heritage Convention. It examines aspects that were unforeseen at the outset, in particular changes to the understanding of key concepts like Outstanding Universal Value, authenticity, and cultural landscapes, as well as changes to the role of experts and the involvement of civil society. The chapter then turns to unintended consequences, both positive and negative, with regard to public awareness, heritage discourse, conservation, tourism, politicization, and emerging international legal status.
