In his column, AWWA Executive Director Jack Hoffbuhr discusses two landmark reports commissioned by AWWA's Water Utility Council (WUC). The first report is entitled, “Dawn of the Replacement Era: Reinvesting in Drinking Water Infrastructure,” and states that the rate‐paying public will be the ones to bear the burden of financing the replacement of the nation's drinking water infrastructure either through rates or taxes. To aid in the effort to gain political and public approval to increase the cost of water, the WUC authorized another study to look at actual case histories of water utilities that had increased water rates. This second study is entitled, “Avoiding Rate Shock: Making the Case for Water Rates,” and is a compilation of “lessons learned” and tools that can be used by any utility to successfully work with its political leadership and the public on the need for a rate increase.
