This article argues in favor of civil service for water utility employees. The article defines civil service as a system of giving equal opportunities to the best qualified candidates, and providing them protection through a detailed merit program. A properly administered civil service plan usually means better personnel, more attractive salaries, and satisfied employees. In the final analysis, this program may save the taxpayer a considerable sum of money, and at the same time provide dependable service.
