Workforce training: In‐house, online, or all over?
Training is important from both a utility management and operations perspective. The combination of gap analysis and staff interviews conducted as part of the Water Tools Online Training Initiative project at the Gwinnett County, Georgia, Department of Water Resources creates a model of how to include different perspectives in determining training needs and understanding employees' comfort level. Lessons learned from the initiative also offer utility managers guidance about deciding whether to move forward with a project or program, particularly if the outcome is not what was expected. Resource allocation for training is a challenge for any utility, especially during a recession. Establishing a baseline can help a utility make a sound decision regarding how to allocate its resources, and it is important to receive input and buy‐in on a training program from all levels of the organization. It is also critical to know the state regulating body's requirements for certification of licensed employees.
