The devastating 1977 flood in Johnstown, Pa., created havoc with the city's water system. From this experience, some recommendations emerged that could enable a water utility to respond more quickly to the need for supplying safe, potable water. Being prepared before sudden disaster strikes obviates many potential problems and increases ability to cope with inevitable damage.
