The Wood County Regional Water and Sewer District in Ohio was formed in 1992 by court authorization. The municipality of Northwood chose not to join the district; however, Northwood residents received services from it. Many district‐owned water lines, metering stations, and other facilities were located in Northwood. Northwood concluded that it would be in its best interests to own and operate its own water and sewer system.
