Water Utility Planning for Nuclear Attack
The purpose of this article was to stimulate the interest and enlist the support of key personnel representing public utilities in order to plan for civil defense. The article presents an outline for a manual on “Radioactivity and Civil Defense for Water Utilities” prepared by AWWA's Committee on Radioactivity and Civil Defense, acting in an advisory capacity to the Secretary of Defense. This outline was accepted by the Office of Civil Defense (OCD), which authorized the manual to be written under an OCD contract. The manual covers the following topics in detail: nuclear weapons effects; vulnerability assessment; protective measures; postattack assessment of plant operation; recovery of plant operation; emergency sources and supply procedures; and, disaster planning. In addition, an appendix covering the fundamental concepts of radioactivity is included.
