Viewpoint – The Goal: A Predictable National Water Policy
The United States Congress has approached drinking water legislation in what the author considers a rather fragmented manner. Various closely‐related problems have been dealt with as individual issues. Several features of and proposed amendments to the Safe Drinking Water Act are discussed. Areas of major importance include setting and enforcement of primary standards, compliance, and small system problems. The National Water Alliance (NWA) was founded to address these and other questions outside of Congress. A predictable and stable national water policy is the NWA's chief goal. This “Viewpoint” is an edited version of the address Senator DeConcini delivered on June 11, 1984 at the American Water Works Association annual conference in Dallas, Texas.
