Regulations or public service?
Many small‐ and medium‐sized water systems are deficient in managerial expertise and technical and operational capability. State agencies could provide assistance to these systems. It is suggested that state health departments be solely responsible for setting standards and monitoring performance of treatment facilities, and that environmental agencies provide community water systems with the knowledge needed to reach and maintain design performance levels. Regulations, operation and maintenance are covered.
