New Actors and Approaches to Urban Heritage Management
Chapter 4 looks at the innovative approaches that have emerged at the international level in the field of urban planning and urban conservation in recent decades, as a response to these challenges. These approaches have been brought in by the major development organisations, such as the specialised agencies and programmes of the United Nations (UNESCO, UNDP, UNEP or UN‐Habitat), as well as other important actors (World Bank, European Union, OECD), to promote the reform of urban governance and finance, and to pursue their primary goal of poverty reduction.
Within this context, cultural heritage – and, in particular, the historic city – has assumed an important role, both as a factor of identity and social stability, and as an economic sector, connected to tourism and creative industries. The emergence of issues related to sustainability, resilience and adaptation to climate change has strengthened the international dimension of urban policies.
