Policy implementation
This chapter looks into the processes of policy implementation and the successful cases that happened in Asian countries on addressing the problems of urbanisation that led to the adoption of sustainable development. An integrated policy and budget are critical to allocate resources to strategic national goals, rather than to individual ministries or departments. In practice, the government needs to consider if the policy issue requires regulation to limit/constrain the operation from the market/business or individuals. Many governments throughout the world are willing to involve the private sector in providing public services. A freemarket suggests that the state's function is to create and protect markets and systems of property rights, such that well‐design markets will optimally allocate environmental resources so as to maximise human welfare. A great deal of attention has been drawn to the capacity building needs when addressing sustainable development.
