Circulation of Institutional Formats in Urban Regeneration
From São Paulo to Porto Maravilha
This chapter aims to compare the case of Porto Maravilha with São Paulo, but also with the institutional format adopted for the urban regeneration of East London in the surroundings of Queen Elizabeth Olympic Park. Porto Maravilha inaugurates in Brazil a scale of urban regeneration that dialogues with several studies in the international literature. The chapter presents an analysis of the institutional format eventually implemented, emphasizing the institutional solutions and political arenas created to respond to the obstacles faced at the time. In October 2009, approval was given to the central regulatory frame of an urban regeneration project with territorial and budgetary scale unprecedented in Brazil. The most common approach in the literature on large urban projects explains them in terms of the economic dynamics associated with the maximization of urban land values. Intragovernmental coordination instruments are central to extensive urban regeneration projects.
