The Politics of Regionalization: A Public Perspective
Because increasing demands are being made of the water utility industry, regionalization is becoming more appealing. Small, independent systems in particular are having a difficult time meeting growing fiscal, environmental, and user pressures. This paper presents an overview of the politics involved in creating an areawide utility and discusses some of the steps that can be taken to successfully organize such an effort.
