This article begins by describing the need for a systematic, continuing, scientific water resources research program in the U.S., lists the major types of water problems in various geographic regions, discusses new legislation passed by Congress since mid‐1964, lists the specific goals of federal research in water resources, discusses federal expenditures for water resources research, and provides eight possible approaches to solving water problems.
