In response to “Decentralizing Water Resource Planning and Management” by William C. Wright et al (JOURNAL AWWA July 1982), this reader points out that, contrary to statements made in the article, Ohio has at least three state agencies which are authorized to plan state water activities. Furthermore, although Ohio's legislative authorization is for watershed planning as opposed to statewide planning, the entire state lies within either the St. Lawrence or the Ohio River watershed, justifying watershed planning units.
