The three authors of this joint discussion, which was presented originally at the Annual Conference on Jun. 15, 1971, all answer in the affirmative to the question posed in the title and present their reasons. They discuss the various requirements for certification in their respective states (Iowa, Wisconsin, and Pennsylvania) and the training programs that have been devised to meet those requirements.
