Hurricane Hugo Precipitates Rate Increase
Wild Dunes Utilities Inc. operated a water and sewage service facility in a resort area on the Isle of Palms. In January 1990, three months after Hurricane Hugo demolished much of the Isle of Palms and left about one third of Wild Dunes' customers temporarily without service, Wild Dunes applied to the PSC for approval of a new schedule of rates and charges. Wild Dunes requested that it recoup $221,000 in lost revenues as an expense it incurred repairing the damage. The consumer advocate for South Carolina contested this allocation, asserting Wild Dunes should adjust the reported revenues to reflect the revenue it did not realize because of the hurricane. The Public Service Commission (PSC) granted Wild Dunes an increase of nearly $300,000. The consumer advocate appealed, but the rates set by the PSC were confirmed.
