Cybercrime will occur at all levels of the smart city. Pete Herzog, a cyber security consultant based in Spain, says smart cities should prepare for three kinds of attackers: the bored, the desperate, and the villainous. The bored are simply people who see an opportunity and grab it. The desperate include people who need services offered by a smart city. The villainous include nation‐states, terrorist organizations, and crime syndicates. Safety throws a wrench into the traditional method of determining how much to spend protecting cyber assets. Preparation and management also play important roles in deterring cyber attackers. Every smart city will need a chief information security officer (CISO). The CISO is responsible for ensuring that every department in the city follows a set of formal cyber security practices. The CISO also will make sure that change‐management procedures are followed properly when systems are replaced or upgraded.
