Main Extension Policy for New Territory
The greatest problem in developing new territories is choosing the best method to finance the extensions. In these days of high construction costs, it is most unusual for the revenue derived from main extensions to support their cost and also pay for its share of operating and other general costs. Pennsylvania private water companies and municipal authorities that supply water have been canvassed to secure data relevant to this problem. Approximately 60 per cent of the 100 private and 120 municipal authorities canvassed, 59 and 72, respectively, responded. Almost three‐fourths of the water agencies that answered had written main extension policies and, in general, these extension policies applied equally to developers and individual applicants. An analysis of the results of this survey is provided in the article.
