The historic tug of war between federal, state, and local agencies for water resource control has contributed greatly to problems facing the water industry. States are in the best position to coordinate varied interests and to refocus emphasis on local input. Integrating water management techniques with ongoing state water planning offers public assurance of continuing reliable and cost‐effective water service.
