Locally financed long range major rehabilitation programs are possible for some communities but few of the communities in the Northeast are in this enviable position. Added debt to existing borderline financial ratings would certainly jeopardize the economic status of a community embarking without aid on a water system rehabilitation. The Federal Bank Loan Agency is an institution backed by the federal government that provides large loans at low interest rates. It would not be a give‐away program, but a financially sound one that most responsible managers would accept. It would utilize existing management and personnel with their practical engineering, construction, and operating capabilities, guided by standards and policies involving provisions of the Safe Drinking Water Act.
