Public‐Service‐Executive Motivation: Water Utilities
The author has revised an indirect, but possibly more accurate, system to test the job needs and satisfactions of managers. In this the third use of the method, he analyzes water‐utility men, makes comparisons among groups of executives within the field, and then compares executives from the water‐utility field with others. Although the author's results cannot always be generalized, it appears that the water executive has not satisfied his security needs. His concern regarding this underfulfillment may be so great, in fact, as to impede his drive to achieve higher‐order needs, which are part and parcel of an executive's needs.
